These are, first of all, drivers who transport humanitarian aid from foreign partners of Ukraine, important medical cargo. In addition, the following can count on legal departure outside of Ukraine:

2. Cultural workers.
3. Sailors
4. Military personnel for rehabilitation or training abroad.

The main condition is the availability of relevant documents from relevant departments - the Ministry of Culture, the Ministry of Sports, the Ministry of Health, etc.
