What is the purpose of the grant program?

The main goal of the grant program is to support the economy of Ukraine, its constant recovery and gradual growth, to create more favorable conditions for the development of small and medium-sized businesses, as well as to provide support for innovations and exports.

Who can participate in the grant program?

Micro, small, and medium-sized enterprises are potential candidates that can apply for a grant.

In addition, their activities should be related to the following areas:

• processing (for example, light or food industry, furniture, machine building, etc.);
• creative industries;
• logistics and transport;
• sectors that have significant potential to export goods and create innovations (for example, health or education services).

Importantly! The grant program does not provide financing to legal entities directly related to the production of military equipment, ammunition, and weapons; products that have a dual purpose (that is, they can be used in the creation of missile, chemical or biological weapons, etc.); petroleum products; tobacco products and alcoholic beverages; SG (farms should also be included here); IT sector; pharmaceutical products.

What are the eligibility criteria for applicants?

• A potential candidate cannot be registered as a utility or state enterprise, FOP, public or private JSC;
• A potential candidate must be registered as a legal entity (private enterprise, LLC, TDV, etc.). In addition, the legal entity must be created and registered by January 1, 2021;
• At the time of applying, the legal entity must conduct or resume its economic activity;
• A legal entity must be a micro, small, or medium-sized business entity;
• Potential candidates must work in the fields listed above, otherwise they will not be admitted to participation in the grant program;

A legal entity shall not:

• have a physical location and conduct their business activities in the temporarily occupied territories (TOT) of Ukraine;
• have subsidiaries and work in the Russian Federation or Belarus;
• conduct business in countries included in the sanctions lists;

A legal entity must meet the criteria of transparency and reliability, namely:

• the potential candidate must not be on the verge of bankruptcy and have no tax obligations to the state;
• the head of the business must not be a defendant in court or executive proceedings regarding the commission of corruption offenses;
• the legal entity must not belong to citizens associated with the Russian Federation or Belarus;
• the candidate, owners, and management of the legal entity must not be on the sanctions list by the decision of the National Security Council of Ukraine or the PU Decree on the application of other sanctions by current legislation.

What can be financed under the grant program?

1. Help with export. As part of the grant program, assistance can be provided for participation in fairs, various exhibitions, improvement of web pages, search for potential partners, training, and consulting - everything that can be related to export activities.
2. Research and development. For example, financing of design or research services, assistance in their development and the release of products to the market, etc.
3. Certification. If a legal entity needs help to export or launch new products, it can obtain any certification it needs for this within the framework of the grant program.
4. Testing and verification. For example, hardware or software testing.
5. Registration and protection of intellectual property.
6. Marketing services will contribute to the growth of the income of the legal entity.

Importantly! The given list of costs is not exhaustive, because if a legal entity justifies how the investment will affect its exports or growth potential, then such a project can be approved within the framework of the grant program.

What is not eligible for funding under the grant program?

• Purchase of services for construction, reconstruction, or repair of buildings, construction materials, etc.;
• Purchase of means of production, which have an increased risk during storage or use, in particular chemicals, additives, flammable materials, etc.;
• Reimbursement of costs for exchange rate fluctuations;
• Buying or renting housing;
• Purchase of non-residential real estate;
• Purchase of personal belongings;
• Purchase of used equipment, including used cars, motorcycles and ships;
• Payment of any arrears and repayment of tax arrears;
• Purchase or installation of fixed assets at TOT.

What amount can be received under the grant program?

As part of the grant program, it is possible to receive 100 grants of EUR 10,000 each.

What is the application deadline?

You can apply for a grant from January 16 to February 11, 2024, inclusive.
