Participants in the grant competition can be public organizations, charitable foundations that provide relevant medical services; communal enterprises.

Such institutions must be officially registered and exist for the last year, have no tax debt, and not be a resident of another country.

The entities participating in the grant competition must necessarily have:

  • memoranda or cooperation agreements with state bodies (Ministry of Health, NHSA);
  • letters of support and established partnership connections with specialized educational institutions, other non-profit organizations in the relevant field.

Note! The medical institution must also provide evidence to confirm its institutional capacity (presence of successfully implemented projects, open financial reporting, anti-corruption policy, and qualified personnel, such as a project manager, accountant, medical experts).

What will the medical institution need to implement the grant for, if received?

The grant must be aimed at improving and adapting the medical institution to international standards.

The funds received by the winners of the competition must be used for:

  1. implementation of modern medical and management techniques;
  2. training of medical or administrative personnel;
  3. development of cooperation strategies with international funds for exchange of practices;
  4. undergoing training courses for working with various areas of activity (for example, regarding the use of the ProZorro procurement platform).

Compliance with the grant program goals

For a medical institution to receive grant funding, it must:

  • firstly, solve specific problems relevant to Ukraine;
  • secondly, adapt to combating the consequences created by the war (for example, carrying out measures for the rehabilitation of veterans, restoration of damaged infrastructure, etc.);
  • thirdly, implementing mechanisms to strengthen the institution's resilience against shelling.

Package of necessary documentation

The absence of a sufficient number of documents will be determined as a proper reason for refusing further consideration of the grant application.

The full package of documents should look as follows:

  • extract from the register of non-profit organizations;
  • constituent documents (statute or founding agreement);
  • document confirming the authority of the person submitting the grant application (director, accountant, or manager);
  • certificate of opening a special account (for receiving grant funds);
  • statement on obtaining the UEI Number (identifier upon registration in the system);
  • grant application and project budget.

Absence of negative factors for participation

The grantor defines several points that may have negative factors (risks) for the medical institution's participation in the competition.

  • Firstly, the medical institution cannot have a connection with a political party.
  • Secondly, the institution or its leaders must not be in international sanctions databases.
  • Finally, the medical institution must not be in the process of bankruptcy (even if debt restructuring is planned, and not a full recognition of its insolvency).

How much funding can a medical institution receive to improve its activities?

The grant provides for the possibility of the medical institution receiving funding up to $60,000 (2,520,000 UAH equivalent). At the same time, co-financing is not required for the project, and the project implementation period should not exceed 9 months.

It is also worth emphasizing that the grant funds can be spent on those points that are directly provided for in the budget. All documents must be submitted by March 31, 2026, inclusive.
