What is a building permit?

A permit to start construction of a real estate object is a document that legalizes the construction of a real estate object on the grounds regulated by current Ukrainian legislation. In the absence of this document, a private house will be considered self-built.

The procedure for obtaining a construction permit depends on the complexity category of the facility. There are 5 categories of complexity. According to the generally accepted classification, individual houses belong to categories of complexity I, II and III.

Today, there is a simplified scheme for obtaining permits. In order to obtain permission documents for the start of construction, it is necessary to issue a Declaration. This document is provided by representatives of the State Architectural and Building Inspection (DABI).

Let's start with the fact that obtaining construction permits depends, first of all, on the general characteristics and type of the real estate object.

  • For buildings whose area is less than 500 m2.

Obtaining a permit in this case involves the following stages:

  1. Obtaining a topographic survey or general plan of the territory.
  2. Making sketches.
  3. Issuance of construction passport.
  4. Registration of the notification of the start of construction works in the State Administration of Ukraine.
  • For houses with an area of 500 m2 and more.

  3. Drawing up conditions and restrictions related to the development of the territory.

  • Construction passport of land development.
