Is it necessary to undergo a Military Medical Commission (MMC) if a person is reserved — one of the most common questions among persons liable for military service in 2026. Due to the large amount of conflicting information, it is important to understand the actual legal requirements. Obligation to undergo a medical examination for persons liable for military service

Undergoing the Military Medical Commission is required for certain categories of individuals, in particular:

  • persons liable for military service who have received a summons or referral from the TCC;
  • those who previously had the status “limited fit” and did not undergo a repeat examination within the установленный срок;
  • candidates for military service under contract and servicemen, if there is a need to review their health condition after injuries or illnesses;
  • women with medical / pharmaceutical education who are subject to military registration.

It should be noted that undergoing the MMC is carried out exclusively upon receipt of an appropriate referral. The examination period usually lasts up to 4 days, however, in practice it often takes longer (by law, the medical examination cannot exceed 14 days). In the information space today, there is often a claim that all persons liable for military service must undergo the commission annually. However, this position is debatable and does not have direct legal confirmation. Indeed, the MMC conclusion is valid for one year, but this does not mean an automatic obligation to independently undergo a repeated medical examination.

Important to consider the status of the person: if there is a conclusion of complete unfitness, they cannot be referred again to the medical commission.

Undergoing MMC if there is a reservation (2026)

It should be noted that if you have a deferment from mobilization (reservation), you are exempt from the obligation to undergo MMC during martial law. A referral to a medical commission may be issued only for technical purposes — for example, for registration or updating military records.

However, it should be understood that a reservation does not exempt you from the obligation to appear at the TCC upon receiving a summons. This also applies to cases where the employer notifies the employee in execution of a TCC order.

What to do if an employer requires undergoing MMC?

In practice, employers may indeed require employees to undergo the MMC if this is предусмотрено internal documents or necessary for proper maintenance of military records. Companies are obliged to ensure that military registration data is up to date, and the TCC, in turn, regularly checks these records and may require them to be updated.

The military enlistment office may notify individuals through the employer — in particular, by delivering summonses. In such cases, the company fulfills its obligation to inform the employee, and ignoring such notice is not allowed.

If you have received a summons or a referral for a medical examination:

  • do not ignore it, as this may result in a fine or even a wanted status;
  • if you have a reservation, you have the right to submit a reasoned written refusal with references to legislation.

At the same time, it is important to understand that such a refusal does not guarantee the absence of a fine, but significantly increases the chances of successfully appealing it if imposed.

It should also be noted that undergoing the MMC is not a mandatory condition for obtaining a reservation. Even if a company is only planning to reserve an employee, the requirement to undergo a medical commission has no legal grounds.

Liability for not undergoing MMC for a reserved person

Failure to appear for the MMC upon receiving a summons may have legal consequences even for reserved persons liable for military service. In particular, administrative liability is предусмотрена in the form of a fine ranging from 17,000 to 25,500 UAH.
