Since 2025, the procedure for passing such examinations in Ukraine has undergone changes. The main purpose of the re-examination is an objective assessment of the state of health, determining the needs of a person and ensuring their social rights. Who should undergo a re-examination for disability?

Since 2025, updated provisions on conducting a re-examination for disability have come into effect. If you have already been granted disabled status, the re-evaluation takes place within the terms established in the previous decision of the MSEC.

It should be noted that if the disability is granted for life, then a re-examination is not required. For those who were unable to undergo re-commissioning in the period from 2022 to 2024, new terms have been established:

  1. men aged 25-60 with 2 / 3 disability groups must undergo a re-examination by November 1 of the same year;
  2. all other patients - by April 1, 2026.

The commission does not need to be passed for:

  • people who are on TOT / in combat zones;
  • patients with severe impairments of body functions (lack of limbs, paired organs, loss of hearing or vision, oncological or mental illnesses);
  • military personnel of the Armed Forces of Ukraine, since their disabled status is maintained for the period of service and for 60 days after discharge.

Thus, a re-examination is mandatory for most persons who need to confirm their group, but exceptions are provided for the most vulnerable categories of citizens.

How to get a referral for a disability review?

If there is data in the MSEC certificate regarding the obligation to re-examine, the first step is to contact your family doctor, who, after conducting all the necessary tests, generates an electronic referral for a review. This referral is transmitted to the expert team that assesses the applicant's functioning.

The form of the examination can be different:

  • face-to-face in a medical institution,
  • correspondence or distance,
  • at the person's place of residence (if health does not allow appearing in person).

As a result of the review, your status is confirmed, or the disability group is changed. In addition, if necessary, the individual rehabilitation program (IRP) is updated, as well as advice on social benefits, care or workplace adaptation.

What document confirms disability?

The main supporting documentation is:

  • an extract from the decision of the expert team on the assessment of the person's daily functioning,
  • a copy of the certificate for the MSEC examination act.

At the same time, a copy of the MSEC certificate can be used only in two cases:

  1. In the case of permanent disability.
  2. Issuance of the MSEC certificate by 01.01. 2025, which remains valid until the date of the next assessment by the commission. For example, when disability is granted by 01.09.2025, this certificate is valid until the specified date.
