Who has the right to receive permanent care?

There are several categories of persons for whom the specified social service may be assigned, namely:

  • Children with disabilities under the age of 18 and adults with disabilities since childhood;
  • Citizens who have reached the age of 80;
  • Persons with disabilities of the 1st or 2nd groups, who received the conclusion of the medical commission of a medical institution that they need constant external care;
  • People who, due to illness or other circumstances, are not capable of self-care.

Who can be a provider?

Such services can be provided both on a professional basis, namely by entities that are available in the Register of Social Service Providers, and by family members who do not have special training, but live with the person and have a common life.
If a member of a person's family is able to provide care, it is necessary to collect all the necessary documents and apply to the authorized social protection body for its registration.

Usually, the application review period is up to thirty days from the moment of submission. An important stage is the inspection by the employees of the social protection body of the applicant's living conditions - for this purpose, they can visit the house or apartment where the applicant lives with a person who needs constant care.

Can people who provide care on a non-professional basis receive benefits?

Thus, the provisions of the Law of Ukraine "On Social Services" provide for the receipt of compensation, the amount of which is calculated depending on the income of the person and the subsistence minimum established by the Cabinet of Ministers. Issuance of the specified payment also provides the possibility of mandatory state pension insurance for the caregiver.
