How is the class of consequences of real estate objects determined?

The requirements, procedure and basic list of permit documents for obtaining the right to perform construction works are regulated by the State Construction Regulations (SNR).

The class of consequences characterizes the level of risk of the object for the health and life of people who will be at this object. Material damages or social losses associated with the termination of operation of the real estate object are also analyzed.

All real estate objects can be divided into the following classes:

  1. СС1 – class of minor consequences.
  2. СС2 – class of medium consequences.
  3. SS3 – class of significant consequences.

Types of construction permits

A construction permit is a document issued by the owner when performing any construction work. This document can be of 2 types:

  • Notification of commencement of construction works.

  • Permission to start construction works.

This is necessary for real estate of responsibility classes СС2 and СС3.

In accordance with current legislation, permits must be obtained in the following cases:

  • Carrying out construction works on the plot of land.
  • Carrying out major repairs.
  • Registration of restoration and reconstruction.

Permit documents will also be needed in cases where the real estate was erected arbitrarily.
