Consular accounting is a series of actions by authorized persons in the representative offices of Ukraine abroad, aimed at collecting accounting data on the place of residence or place of stay of a citizen of Ukraine abroad, their systematization for further entry into the relevant databases of the Ministry of Foreign Affairs of Ukraine.

Consular registration can be temporary or permanent.

Temporary consular registration is the registration of the place of residence or stay of a citizen of Ukraine abroad, who is there legally, but on a temporary basis, usually such a period is 1 year with the possibility of its extension, but not more than up to 5 years.

Permanent consular registration, on the other hand, includes a number of actions aimed at registering data on a citizen of Ukraine abroad who, in accordance with the legislation of Ukraine, has completed the procedure of departure to a permanent place of residence abroad through authorized bodies on the territory of Ukraine or, having completed such residence through the Embassy of Ukraine abroad, in the state of their permanent residence. The term during which a citizen can be on permanent consular registration is unlimited. But you must remember that every 10 years you need to update your data at the Embassy of Ukraine.

In the conditions of war, permanent consular registration gained great popularity, because according to the laws of war, a citizen of Ukraine who has a seal of consular registration has the right to cross the state border on the basis of a foreign passport of Ukraine.

The procedure for departure to a permanent place of residence abroad can be obtained from the bodies of the migration service for the person's place of residence in the territory of Ukraine. If a person is not registered on the territory of Ukraine, it is not possible to receive this service. The result of passing this procedure will be a permit to leave for permanent residence abroad. on the basis of this decision, it is necessary to withdraw from the military registration, withdraw from the registered place of residence and obtain a certificate from the tax authorities about departure to the permanent place of residence (certificate about the absence of debts for taxes and fees in the requested period with the stamp - permanent residence abroad).

After fulfilling all the requirements in accordance with the decision of the migration service to leave for a permanent residence abroad, the passports of a citizen of Ukraine (in both foreign and domestic passports) are stamped with answers about leaving for a permanent residence abroad (with an indication of the specific state). After that, a citizen of Ukraine must apply to the Embassy of Ukraine in the state of his permanent residence and become consular. The result of this procedure is a certificate of stay in the consular register, or a corresponding mark of such registration in the form of a stamp is placed in the foreign passport of Ukraine.
