Can a father with many children be mobilized?

If a man does not have a birth certificate of children, and does not communicate with their mother, he can obtain duplicate birth certificates of children by applying to the authorities of the DRATS.

As can be seen from the above examples, the mere fact of having three children cannot be an unequivocal reason for receiving a postponement from mobilization.
