CALCULATION OF UTILITY FEES

Utility services are of great importance to the consumer. A comfortable human life depends on their timely and high-quality provision. The legislation of Ukraine in the sphere of the provision of communal services defines the basic obligations of providers of communal services and consumers. On the day of service providers, they are obliged to provide services on time and with quality, and for the consumer - to pay for them in accordance with the terms of the contract on the provision of communal services.

But there are cases when the provided services are not provided or are not provided qualitatively. And accordingly, the consumer has the right to recalculate them.

What utility services can be paid for?

1. For services in the provision of centralized heating.
2. For centralized hot or cold water supply services.
3. For other communal services according to concluded contracts.

When is it possible to pay for utility services?

• Case 1. Heating.

If the centralized heating was turned on later or turned off earlier in the heating season, or if the temperature in the room is reduced by less than 18 degrees for more than 12 hours during the day, or during the heating season, a break in the heat supply is made for more than 12 hours during the day.

• Case 2. Water supply.

If hot or cold water was not supplied for more than 6 hours during the day (if the water supply is 24/7). When the actual hot water supply temperature does not correspond.

• Case 3. Drainage.

If interruptions with water drainage occur for more than one day during the month, this is the basis for recalculating the fee for the service rendered.

Where to apply?

First of all, to confirm the non-provision or low-quality provision of utility services, you need to call the utility service provider to draw up a claim report.

The service provider must consider the claim act within five days and provide a response to the consumer. It is this act of claim that is the basis for recalculating the fee for utility services.

Other cases for recalculation

If the consumer has not lived in the apartment for a long time and has not used the services, then recalculation is also possible. Such services include the removal of solid household waste or water supply (in the absence of a meter, i.e. a meter).

In this case, the consumer should, in addition to the application, provide documents confirming that he did not actually live in the apartment for a certain period of time. These may be certificates of treatment, business trips, living at a different address, etc.

Appeal

If the provider of communal services refuses to satisfy the claim and recalculate the payment for communal services, such a decision can be appealed by going to court. Documents drawn up between the consumer and the executor, witness statements, photo or video evidence will serve as evidence of improper provision of communal services.

Consequently, if communal services are not provided qualitatively or in an incomplete amount, there is a mechanism for transferring the fee for their provision. You just need to know how to use it or contact specialists who can help with this.
