The state supports citizens who give birth to their first child and guarantees them the right to receive financial assistance. This is necessary in order to stimulate people to give birth and maintain the demographic indicators of the country's normal development.
However, what about citizens who plan to adopt a child who was deprived of parental care? Can they receive help from the state when adopting a child?

Who is given assistance in adopting a child?
State aid for the adoption of a child is provided to citizens who permanently reside in the territory of Ukraine and have adopted an orphaned child who was deprived of parental care into their family.
If a child adopted by citizens who are in an officially registered marriage with each other, then one of the spouses has the right to receive financial assistance.
Pay attention! Adoption assistance can be assigned only when a citizen applies for it no later than 1 year after the date of entry into force of the court decision on the adoption of an orphan child.
How to get help in adopting a child?
In total, in practice, there are two possible methods of obtaining monetary assistance for adoption, namely:
- Online format.
In order to use it, you need:
- Log in to the Diya portal;
- Click submit an application;
- Specify the data of the child (children, if there are several), on which state assistance will be issued;
- Choose one of the ways to receive state aid;
- Specify all the necessary data about the decision of the judicial authority on the adoption of the child;
- Check the completed application and, if the filled-in data are correct, sign it with the help of EDS;
- Send the application for consideration to the relevant public social protection bodies;
- After sending the application, its current review status can be viewed in the personal account on the Diya portal;
- In the event of a change in the status of the submitted application, the citizen will receive a corresponding notification to the specified e-mail box during registration.
Importantly! The term of consideration of the application is 10 calendar days.
- Offline format.
In order to use it, a citizen can submit an application for adoption financial assistance to:
- territorial bodies of social protection of the population;
- executive bodies of city, village or settlement councils;
- local TsNAPs.
With you, in addition to the application, you should also have a copy of the child's birth certificate, a copy of the decision of the judicial authorities on adoption child.
What is the total amount of financial aid that can be received?
Since the state cares about citizens who adopt orphans, the amount of such assistance is equal to the payment of assistance at the birth of a child.
As of 2024, the total size of assistance for the adoption of an orphan child is UAH 41,280. This amount is paid according to the following scheme: UAH 10,320 - the person receives a one-time cash payment, and the rest of the benefit is paid over the next three years and amounts to UAH 860 per month.
If a person adopts several children — what will be the amount of assistance?
The current legislation of Ukraine establishes that the payment of state aid in case of adoption is made primarily to ensure the needs of the child. And therefore, when adopting several children in immediately (e.g. brother and sister) a married couple can receive benefits for each child separately.
Why can state adoption assistance be stopped?
Payments for the adoption of an orphan child are terminated under the following circumstances, namely:
- if the recipient of the aid was deprived of parental rights regarding the child adopted by him;
- if the recipient of the aid did not use the received funds to maintain the child or engage in its proper upbringing;
- if a child was taken from the recipient of assistance, but at the same time he was not deprived of his parental rights;
- if the beneficiary or the child has died;
- if the recipient of assistance is serving a sentence in places of deprivation of liberty by decision of judicial authorities;
- if the decision of a judicial authority to adopt a child was recognized as invalid or subject to cancellation.
