1 disability group – list of diseases

If a person has serious illnesses, injuries and congenital defects, he may be diagnosed with disability. Depending on the severity of the illness, a different group is established. Below we will talk in more detail about the most serious illnesses, according to which group 1 is issued.

Criteria for obtaining group 1 disability

The establishment of the first group is an official recognition of a complete / almost complete loss of the ability to live independently due to illnesses, injuries or congenital pathologies. This decision is made based on the results of an assessment of everyday functioning and is based on strict criteria.

The basis for granting the first group is the third degree of restriction - that is, the most pronounced violations affecting one / several important criteria (movement, self-service, orientation, communication, control over behavior, ability to study and work).

The first group is granted to persons who:

1. completely incapable of self-service;
2. require constant supervision by other persons and are dependent on other persons for household needs.

To take into account the degree of dependence on the help of others, group 1 is additionally divided into

• subgroup A.

Persons with a high degree of health loss who are completely incapable of self-care, even with the use of technical means.

Important: this subgroup provides the right to an expanded list of social benefits and advantages, including care assistance.

• subgroup B.

These are persons with a high degree of health loss who have a partial ability to self-care, but need assistive devices or special living arrangements to meet most of their basic needs.

What diseases belong to group 1?

Subgroup A:

1. Complete loss of limbs – stumps of both arms at shoulder level / combination of stumps of both legs (at the level of the shin and above) with the loss of one arm.
2. Severe mental disorders – profound mental retardation (oligophrenia, idiocy, imbecility), dementia, persistent disorders due to schizophrenia or epilepsy.
3. Diseases of the nervous system – progressive forms leading to tetra- or triplegia, paraplegia, complete blindness, total aphasia, bulbar disorders, severe motor disorders.
4. Severe joint deformities – contractures / ankylosis of the limbs in a position that makes it impossible to use prostheses or perform endoprosthetics.
5. Combination of blindness with other severe conditions – with amputation of limbs, general somatic disorders / deafness.

Subgroup B:

1. Complete loss of vision – bilateral anophthalmos or blindness with visual acuity below 0.05, narrowing of the visual field to 10°.
2. Amputations of both legs – at the level of the lower third of the thighs or higher.
3. Neurological diseases – with irreversible movement disorders (hemiplegia, paraplegia), total aphasia, ataxia.
4. Mental disorders – lucid catatonia (over a year), epilepsy with frequent seizures and concomitant dementia.
5. Loss of hand functions – absence of three or four fingers (including the thumb), or stumps of the hands at the level of the forearm.
6. Ankylosing of the hand joints – in a position that makes the hands non-functional.
7. Chronic kidney disease – stage V with the need for constant hemodialysis.

How to obtain the status of a disabled person according to the first group?

To begin with, you should contact your doctor, who will help you form a referral for an examination by an expert team. Then the format of the assessment is selected - in person, in absentia and remotely. In most cases, in absentia or remotely is suitable for people with group 1 disease, since it is difficult for them to move.

After the assessment, the person is assigned an appropriate group and an extract is issued, which indicates the circumstances of the case. If you do not agree with the assigned group / refusal to establish, you have the right to appeal the decision to the TsOFSO or to the court.
