Any construction should be carried out on the land designated for it. In this case, the site must be the property of the developer or be in use. For example, a contract purchased by superficies – the right to use the land for development. In any case, it is necessary that the land plot has a cadastral number.

In order to obtain a certificate, the following documents must be submitted to the Land Management Department:

Act on the ownership of a particular land plot;
Excerpt from the State Geocadastre on the fact that the land plot number was assigned.
Prior to issuing a building permit, it must be ensured that the land has a suitable purpose.

The permit for the construction of a house on the site in 2019 corner provides for the issuance of a building passport in the State Architectural and Construction Inspectorate (DABI). The availability of such a passport frees the developer from the need to obtain urban planning conditions and restrictions. However, such a document will be issued only for the construction of a house with a height of more than two floors (plus attic floor), an area of ​​not more than 500 sq.m. To obtain a passport, you must submit the following documents:

Application for the issuance of a construction passport;
Certified copy of the document on the ownership of the land or on the right to use it for construction;
Preliminary sketch of the future structure;
Copying from the master plan of the land plot.
In accordance with Ukrainian law, the passport must be issued to the customer within 10 working days of the registration of the application.

Specifications must also be provided that contain the essential requirements that future engineering communications must meet. That is, water supply, sewage, wiring, heating, gas supply and more.

In accordance with the above Law, specifications can be obtained within 10 days from the date of registration of the relevant application. It is also important to know that the specifications obtained for the construction of a particular site are valid until the completion of construction and cannot be changed without the agreement of the customer.

The simplified construction permit procedure in 2019 allows you to quickly start the construction work. To do this, it is necessary to submit to DABA a notice on the beginning of construction works, which contains information from the construction passport, and to wait (within 10 days) notification of its registration. From now on you can start direct construction work. It should be added that the term of the building permit is 3 years from the moment of its registration in the State Tax Inspectorate.
