 Every Ukrainian citizen, a foreigner or stateless person temporarily or permanently living in Ukraine is obliged to register their place of residence. Since April 4, 2016, the power to register the address of residence has been transferred from the State Migration Service to local state bodies providing administrative srevices.

 An administrative fee is paid for registration and lifting of an address of residence, which is transferred to the local budget.

 If some changes such as renaming streets (avenues, boulevards, squares, alleys, blocks, etc.), localities, administrative divisions take place then at the request of a person, this information in the relevant documents that indicate information about address is to be changed for free.

 Every Ukrainian citizen, a foreigner or stateless person temporarily or permanently living in Ukraine is obliged to register their place of residence within 30 calendar daysafter lifting their place of residence and arriving at a new place of residence. Registration of a place of residence at the request of a person can be carried out at the same time with removal from the previous place of residence. At the same time, all conditions for de-registration must be met. If a place of residence is registered simultaneously with removal from the previous place of residence, the administrative fee is charged only for one Administrative Service and is credited to the local budget at the new place of residence.

Registration of the place of residence of a person over 14 years of age

 You can apply for registration of a place of residence on the portal igov.gov.ua: fill out the form, choose a convenient time to visit the registration authority or CAA and come to the meeting with all the necessary documents at the appointed time. The list will be sent in an email. Or submit a personal application for registration of the place of residence to the relevant Registration Authority. If a person cannot independently apply to the Registration Authority, registration may be carried out at the request of his legal representative or representative on the basis of a power of attorney certified in accordance with the procedure established by law (on the portal igov.gov.ua there is no possibility to apply for another person).

Documents for registering the place of residence of a person over 14 years of age:

• Application for registration of a place of residence;
• A document that contains information about the place of residence (passport of a citizen of Ukraine, temporary certificate of a citizen of Ukraine, permanent residence permit, temporary residence permit, refugee certificate, identity card that needs additional protection, identity card that has been granted temporary protection);
• Receipt for payment of the administrative fee;
• Documents confirming the person's right to live in this room. These can be documents for ownership, a court decision on granting the right to use residential premises, a lease agreement, or other documents. If there are no such documents, registration can only be carried out with the consent of the homeowner (if there are several owners – with the consent of all owners);
• Military ID card or certificate of registration (for citizens who are subject to military registration or are on military registration).

 When registering with the consent of the owner (s), His (their) presence at the time of submitting the application is required. They must also have an identity document and a document confirming the right of ownership to the housing in which registration is carried out.
