VISA “D” TYPE WITHOUT LIVING FROM UKRAINE
On June 24, 2019, the Cabinet of Ministers Regulation No. 368 of March 6, 2019, “On Amendments to the Rules for the Issue of Visas for Entry into Ukraine and Transit through its Territory” comes into force, according to which the issuance of a long-term D-type visa “Is possible on the territory of Ukraine for citizens of visa-free countries.
We remind that only a “D” long-term visa allows foreigners to obtain a temporary residence permit or a permanent residence permit in Ukraine from any statutory basis.
So, now “D” type visas will be issued on the territory of Ukraine, and not only abroad, as it was before. For a job in Ukraine, for example, a US citizen previously had to leave Ukraine for a week to Poland, received a D visa there, and then returned to Ukraine.
New rules for obtaining a visa will reduce the time and money of foreigners and improve the investment attractiveness of Ukraine.
The main provisions of the updated Rules for issuing visas for entry into Ukraine and transit through its territory:
- A long-term visa may be issued by the Department of the Consular Service of the Ministry of Foreign Affairs exclusively for foreigners or stateless persons who can enter Ukraine without a visa in accordance with the legislation of Ukraine or an international agreement of Ukraine and receive a long-term visa for:
for learning purposes;
participation in the implementation of international technical assistance projects registered in the established manner;
work in representative offices of foreign business entities in Ukraine, registered in accordance with the established procedure;
work in representative offices of foreign banks registered in accordance with the established procedure;
cultural, scientific, educational work in accordance with the procedure established by international treaties of Ukraine, as well as for foreigners or stateless persons who have arrived in Ukraine for the purpose of participating in international and regional volunteer programs or participation in the activities of organizations and institutions involved in the activities of volunteers in accordance with the Law “On Volunteer Activity”;
as founders and / or participants and / or beneficial owners of a legal entity registered in Ukraine and whose shareholding in the authorized capital of a Ukrainian legal entity is not less than 100 thousand euros.
- The submission of relevant documents to foreign diplomatic establishments of Ukraine, the department of the consular service of the Ministry of Foreign Affairs is carried out in person, through an authorized representative or using postal facilities after registration of the visa application form in the visa information and telecommunication system.
- For the issue of visas at points of passage through the state border or the department of the consular service of the Ministry of Foreign Affairs:
consular fee in the amount of 150 non-taxable minimum incomes of citizens;
the double tariff rate of the consular fee is not applied at the border crossing points.
For reference. A long-term visa (the so-called D visa) is required for obtaining a temporary residence permit in Ukraine, as well as a permanent residence permit in Ukraine. The type of visa D specifies the basis for obtaining a visa.
