RECEIVING INFORMATION FROM THE REGISTER OF RIGHTS FOR NON-RELATED PROPERTY IS SIMPLE

The Government amended Regulation No. 1127 "On State Registration of Real Property Rights and Encumbrances". In particular, the Procedure for state registration of real rights to real estate and their encumbrances has been specified, and the Procedure for providing information from the State Register of Real Rights for Real Estate approved by the said resolution is set out in a new wording. These changes are aimed at ensuring the openness and accessibility of information contained in state registers.

The corresponding resolution No. 599 was adopted at the Cabinet meeting on June 26.

The procedure for state registration of real rights to real estate and their encumbrance in part of the list of documents that will be submitted for state registration of ownership of the unfinished construction object subject to privatization is specified. From the date of entry into forcedecision will need to submit:
- copy of the SPFU's order to include the unfinished construction object in the list of state-owned objects subject to privatization;

- a copy of the order of the state privatization body to make a decision on the privatization of such object;

- technical passport for the unfinished construction object.

Now it is necessary to submit a document certifying the real right to the land plot under such object (except when the real right to the land plot is already registered in the State Register of Real Rights for Real Estate or when by the decision of the state privatization body the sale of the object unfinished construction is dismantled without land).

The updated Procedure for providing information from the State Register of Real Property Rights determines not only the conditions, grounds and procedure for providing information from the State Register of Real Property Rights about registered property rights, encumbrances, rights and objects of such rights / encumbrances, but also about persons who received information from the State Register of Rights, Rights and Duties of the entities that are parties to the said procedure.
The procedure of the Procedure does not extend to granting an extract from the State Register of Rights during registration activities in accordance with the Law "On State Registration of Real Property Rights and their Burdens" and obtaining information from this register in accordance with the Order of Access to the State Register of Real Estate Rights.

Information from the Register will be provided exclusively by means of its software in paper or electronic form, which has the same legal force and contains a binding reference to the State Register of Rights. An exception is the case where only information about users of information will be provided in paper form exclusively from the Register.

In paper form, information will be provided on A4 sheets of paper without the use of special forms, signature of the provider of information from the State Register of Rights and / or Stamp.

The information will be provided electronically by automated means of keeping the Register through the Ministry's web portal, including the use of the service in the form of the Registry application software.

Information from the State Register of Rights on Registered Property Rights will contain current information on the date and time of its provision of information on registered real property rights, their encumbrance, as well as information on its integral archival component or the absence of registered real rights on real estate, their burdens. At the request of the person, this information should contain information about the acquisition, change and termination of real rights to real estate, their encumbrances, as well as the changes made to the relevant records of the State Register of Rights and its integral archival component in chronological order.

You can search for registered property information by one or more of the following identifiers:

regarding the real estate object:

- the registration number of the real estate object;

- cadastral number of the land plot;

- the address of the real estate object;

regarding the subject of property law, encumbrance - of the individual:

- surname, first name and (if any) patronymic;

- record number in the Unified State Demographic Register;

- number and, if available, a series of identification document;

- registration number of the taxpayer's accounting card;

regarding the subject of property law, encumbrance - legal entity:

- full name of the legal entity;

- identification code in accordance with EDRPOU.

For collecting information from the State Register of Rights, an administrative fee is charged (in cases stipulated by law).

Information from the State Register of Rights is provided regardless of the location of the real estate.
