NEW PHOTO CONDITIONS APPLY TO BIOMETRIC PASSPORTS: ALL DETAILS

The order of the Ministry of Internal Affairs of October 18, 2019 approved new requirements for photographs when processing biometric documents, which came into force on November 19.

According to the State Migration Service, the issue of photographing ID documents has long been a concern for people of different confessional backgrounds.

The said order establishes uniform requirements for a digitized image of a person’s face, which is entered into the Unified State Demographic Register and pages of these documents, confirming the citizenship of Ukraine, certifying the person or his special status. In doing so, it takes into account the recommendations of the International Civil Aviation Organization (ICAO) Doc 9303, and therefore complies with general international standards.

In particular, the decree regulates the issue of photographing representatives of different religious movements and denominations in the process of drawing up these documents, because earlier, according to the state standard, the photographing of believers was carried out exclusively without headdresses.

From now on, taking pictures in a headdress is allowed, but only if the person wears it in everyday life in the light of religious beliefs. In addition, photographing in headgear, artificial objects and materials is permissible in accordance with medical evidence, confirmed by the medical opinion of the respective health care institution. However, such hats should not change the shape of the individual parts of the face (forehead, cheeks, cheeks, chin, eyes), close the face and chin, walk along the contour of the hairline, close the ears and neck.

The digitized face image on photographs submitted for the design or exchange of biometric documents should be clear and avoid shadows, blemishes on the face and / or background. Also, no glare on face and background, red-eye, or flash should be allowed. The background for the photograph should be uniform, light and contrasting with the face of the person, their clothing and hair.

The position of the person being photographed should be upright, except for taking pictures of the person lying down or in a baby or special seat with a suitable background behind the head. This requirement applies to young children and people who cannot move independently due to long-term health disorders.
The face when photographing should be displayed close-up in full face, the person should look straight open eyes, with a neutral expression, closed mouth, without turning or tilting the head and neck. Except where such a photograph cannot be reproduced because of medical malpractices which are confirmed by the relevant conclusion, or due to the age and physiological characteristics of the individual.

Facial make-up (light, fuzzy shades) is allowed, at the same time the complexion must be natural. Photographs with temporary stickers (other than tattoos / tattoos) or stickers should not be taken.

The prohibition also applies to taking pictures with headphones, wireless handsfree, or other sound reproducing device. At the same time, artificial objects and materials on the face are allowed when photographing, if their presence is conditioned by medical evidence, confirmed by the certificate of the respective health care institution.

Photographing with glasses is also not allowed, except when the person wears them constantly in everyday life. In this case, the glasses should be transparent, free of stains, cracks, scratches and damage. However, photography in sunglasses and glasses with dark, photochromic lenses, as well as in contact lenses with optical effects that change the color of the iris and / or pupil shape is not allowed.
