ADMINISTRATIVE SERVICES FOR FOREIGNERS

The Migration Service is working to ensure that citizens receive administrative services faster and more readily.
At present in Ukraine, the digitization of state processes is being actively implemented. Time and progress are not in place, and therefore the demands from society to state institutions are changing day by day. Of course, these processes are often directly relevant to the migration sphere, especially since, among other things, one of the key tasks of the Migration Service is the preparation and issuance of citizenship and citizenship documents to Ukrainian citizens.

In the near future, the SMS is planning to introduce a lot of innovations, which will allow citizens not only to easily use various electronic services, but also to receive administrative services from the comfort of their homes.
Among the innovations that the Migration Service is ready to implement is the ability to obtain and enter a qualified electronic signature on the chip ID card. The service will be provided free of charge and will be accessible to all citizens of Ukraine who have reached the age of 18 and already own an ID card or are planning to issue it soon.
However, VMS is actively working to ensure that in the coming months, citizens who wish to issue their first passport in the form of an ID card can do so at the place of application and not at the place of registration, as is currently the case. Such changes will apply to all citizens of Ukraine, including internally displaced persons and persons who have previously been documented in the temporarily occupied territory of Ukraine and in the areas of anti-terrorist operation.
Also, the Migration Service is planning to introduce a new administrative service, which will provide for the possibility of simultaneous processing by Ukrainian citizens of two biometric documents - ID-card and passport for traveling abroad.
At the same time, all territorial bodies and units of the LCA will be provided with information posters and guides, including English-language ones. It is assumed that the information they gather will help not only Ukrainian citizens, but also foreigners to significantly reduce the time of their personal visit to the LCA, as well as to get up-to-date information on their documentation. This will significantly improve the quality of administrative services and simplify the procedure for obtaining them.
In this context, it is important to clarify that, technically, the Migration Service has long been ready to implement some of these services, but their implementation is not in a hurry before the final launch, but instead requires detailed elaboration and practical elaboration and, most importantly, consolidation at the legislative level.
In addition, the Migration Service continues to work on the creation of new state electronic services, which not only simplify the procedure for obtaining administrative services by citizens, but also significantly reduce corruption risks. In particular, new services will be introduced on the English language version of the SMS site, with the main task of the Service to make them more accessible and understandable not only for Ukrainian citizens, but also for foreigners and stateless persons.
It should be noted that until recently, citizens were only able to remotely enroll in an electronic queue and pay the appropriate administrative fees for the processing of biometric documents. Instead, a new service was launched last year, allowing applicants to complete an online form by providing their personal details. After processing this information, the online service generates a QR code and an exhaustive list of documents to keep in hand during a personal visit to the LCA.
